HONOLULU -- The
city has been warning the public that anyone applying for picnic
permits on two weekends in early November, risk last minute
cancellations because of APEC security.The Asia-Pacific economic
summit, which is to draw 21 heads of state to Oahu will be a high
security event controlled by the secret service.Ala Moana Beach
Park and Magic Island are popular spots for family gatherings. But for
months now, the city has been advising people that approvals for the
critical APEC weekends could be yanked with little notice. “It could be costly for everyone setting up these baby luaus or whatever they want,” said city parks director Gary Cabato.The
thought of a last minute cancellation may be discouraging park users.
Cabato said church groups are opting to take out permits for places out
of town, like Waimanalo or Laie, rather than risk a last minute scramble
for another venue.“At this point I only received three requests
for that time period for both Ala Moana and Kapiolani Park. That’s very
unusual,” Cabato said. Most people don't need a permit to picnic
at either park. But the city requires groups of 50 or more to apply for
specially designated areas. One large extended family said they are
regulars at the park were not happy to learn of potential APEC
impacts. “I will be pretty sad, because the locals they see this
as a second home. They come out to do some dinner and meet up with
friends and family,” said Nancy Marsom.Marsom was worried about whether the traditional Friday night fireworks will have to be cancelled. While some called the uncertainty humbug, others were willing to go along with the changes.“The
beach is not going to move. We are always going ot have the beach and
we are not always going to have these meetings and if it’s that
important so why not? That's why they call it this Aloha state,” said
Howard Kamaunu.Cabato hopes people remember that when November rolls around.“It’s going to be very busy for park users, people commuting, to and from. It's just going to be busy,” said Cabato.In lieu of a day at the park, Cabato had this suggestion:“I recommend them going to a movie theater and staying there,” Cabato said.
